An airship scientist runs China's high-altitude balloon program, according to corporate and media documents.  Washington targeted his companies. In 2019, one of China's leading aeronautics scientists proudly announced that his team had launched an airship more than 60,000 feet into the air and sent it sailing across most of the globe, including North America. The scientist, Wu Zhe, told a state-run news site that the "Cloud Chaser" airship was a milestone in his vision of populating the upper sky with steerable balloons that could warn of natural disasters, monitor pollution, or conduct airborne surveillance. “Look, there's America,” Professor Wu said in a video, pointing to a red line on a computer screen that appeared to trace the airship's trip across Asia, northern Africa, and near the southern United States.  It was over the Pacific Ocean when reported. Professor Wu's declaration adds to evidence showing the Chinese government's plans to deploy high-altitude airships to track earthbound activities for domestic and military purposes.  According to Chinese media, academic studies, and authorities' comments, Professor Wu has led China's balloon development. After traveling across the country, the US shot down a Chinese balloon off South Carolina on Feb. 4, drawing global attention and worry.  Since then, U.S. fighter jets have downed three UFOs over North America. Professor Wu, a senior scholar at Beihang University in Beijing, has spent nearly two decades developing airships.  The Biden administration's countermeasures have caught some of his enterprises.  Professor Wu founded or owned at least three of the six Chinese firms that Washington sanctioned last week for their involvement in Beijing's spy balloon program. Washington did not specify which blacklisted businesses were tied to the Chinese balloon shot down over the US this month.  Professor Wu is not mentioned.  On Monday, Professor Wu's office ignored emails and calls. China claims the balloon was a civilian airship doing meteorological research when it was blown off course.  Beijing accused Washington of flying high-altitude balloons over Chinese airspace over 10 times since last year on Monday.  The Biden administration denied flying spy balloons above China. Professor Wu, who turns 66 this month, is a key figure in China's goals in "near space," the zone of the atmosphere between 12 and 62 miles above earth that is too high for most planes to stay aloft and too low for space satellites. He helped build jet fighters, gained expertise in stealth materials, earned Chinese military accolades, and was a vice president of Beihang University before returning to research and teaching.  According to his Beihang University biography, he served on the General Armaments Department's advisory group. Chinese strategists regard near space as a rising great-power struggle where China must master new materials and technologies to build a firm foothold or risk being squeezed away.  China's nationalist leader, Xi Jinping, has strained relations with the US, increasing that worry.  Chinese analysts say near space might replace satellites and surveillance planes, which can be detected, blocked, or attacked. Last year, Chinese military pundit Shi Hong said in a current affairs newspaper that near space is a crucial field of conflict between 21st century military forces.  “Whoever wins the near space vehicle race will have more of the initiative in future wars.” China's long-distance high-altitude balloon flights escaped Western governments' notice until recently. The Biden administration now claims that China dispatched them over 40 countries and that the US only discovered the planes by reviewing archived data.  The U.S. military is upgrading radars to detect more invasions.  U.S. fighter jets shot down three UFOs over Alaska, Canada, and Michigan over the weekend. High-altitude balloons need specific materials to withstand severe temperatures and transport loads in thin air.  Earth-based operators must be able to communicate with balloons across long distances for them to be useful.  Professor Wu and his coworkers have long examined these difficulties, according to their open scholarly publications and other studies. Professor Wu claimed the balloon launched in July 2019 was a "huge guy," approximately 330 feet long and weighing several tons, making it larger than the balloon shot down off the coast of South Carolina by an American fighter jet this month.  Professor Wu told the Southern Daily newspaper of Guangdong Province, "This is the first time that an aerodynamically controlled blimp has flown around the world in the stratosphere at 20,000 meters," or 65,000 feet. Professor Wu's team flew again in 2019.  Professor Wu co-founded EMAST, a Beijing-based corporation, in 2004. In 2017, EMAST posted on its WeChat account that high-altitude balloons might provide “high resolution, long-lasting, steady communications, reconnaissance, navigation and other services.” EMAST said that Professor Wu and his colleagues first "received a signal from between earth and near space" in 2019.  The corporation did not specify what signals were involved or whether the step was related to the "Cloud Catcher" flight of that year or another airship.  Cache copies of the company's website are still online. EMAST said a Chinese balloon safely circumnavigated the globe in 2020.  The next year, the crew operated two balloons simultaneously for the first time. According to cached EMAST web pages, Professor Wu and his colleagues deployed or planned to launch three high-altitude balloons simultaneously in 2022 to build a "airborne network."  The company stated its ultimate goal was to construct an airborne signals network in China utilizing fixed balloons at least 80,000 feet high. It compared the network to SpaceX's Starlink system of low-orbiting satellites.  Starlink assists Ukrainian military battling Russian invaders.  EMAST said it wanted to "create a global near-space information network" by 2028, but did not explain. Professor Wu's high-altitude balloon successes are unconfirmed.  None of his scientific articles discuss those exploits.  However, Professor Wu is a distinguished scientist with governmental authority. In 2015, People's Daily, the Communist Party's newspaper, praised Professor Wu and his team for launching a balloon in northern China that stayed aloft at almost 65,000 feet.  China's long-endurance near-space trip materials and knowledge breakthrough was reported. In a 2015 meeting, Beihang University Communist Party secretary Zhang Jun said the crew had "pioneered a new path for constructing near-space flying craft."  “Focus on national strategic needs,” Mr. Zhang said. Professor Wu wanted to increase his commercial presence.  He started planning a Beihang University campus in Dongguan, a manufacturing and technology center 1,000 kilometers south of Beijing, same year.  Corporate documents show that various companies sought to commercialize his and his research collaborators' work. He founded Beijing Nanjiang Aerospace Technological, a "near space" technology company, with a Shanghai property company.  The Department of Commerce sanctioned that company, Eagles Men Aviation, and Shanxi Eagles Men Aviation Science and Technology Group last week.  His firms didn't answer Monday. Professor Wu seemed unconcerned about disclosing his corporate ties until lately.  He and his associates filed to list Eagles Men Aviation shares on a new Beijing stock exchange in 2021.  The release acknowledged military requirements for camouflage and stealth materials to assist aircraft avoid detection....
